Am I reading this right?

Website owners are now expected to reward users for using Google to navigate their site rather than the Website's own navigation.

A search for "site: www.restricted-content-here.com" and then opening all the documents in a new tab would seem to provide all "first click free" content, and when people figure this out, the only way those sites will make any money / signups is by having their valuable content unavailable through this system, and only having teaser content for free - Just like it is now.

Further to that, with this proposal, Google doesn't seem to be providing code for owners to use to filter these users, or treating the search traffic differently in any way. While it's not rocket science to implement, implying that this is a Google service seems dubious, as Google don't seem to be actually doing *anything* here.

I can see the benefit to general web users (In the short term perhaps), but what's the incentive for website owners to actually implement this? Are they going to be penalised in the search rankings if they don't?

I'm just a bit baffled - am I missing something important being offered here? I assume I must be, as Google usually offers well thought through products.
